Francisco “Kiko” Austria Barzaga (born September 12, 1998), also known by his nicknames “Congressmeow” or “Cong Meow,” is a Filipino politician and animal welfare advocate who has served as the representative for Cavite’s 4th district since 2025. A member of the Barzaga political family based in Dasmariñas, he previously served as a member of the Dasmariñas City Council from 2019 to 2025 and later became an ex-officio member of the Cavite Provincial Board as president of the Philippine Councilors League for Cavite from 2022 to 2025. During the 20th Congress, he also served as assistant majority leader from July 2025 until his resignation in September of the same year. He was suspended for 60 days starting December 1, 2025, due to allegations of disorderly behavior and misconduct, briefly returned to office on January 30, 2026, and was suspended again on February 4, 2026. He has also been reported to be facing ethics complaints in the House of Representatives as well as separate criminal complaints related to sedition and rebellion.

Barzaga, who has been publicly associated with a strong online presence and controversial social media activity, has also drawn attention for his political positioning, having been described in public discourse as a critic of the administration of President Ferdinand “Bongbong” Marcos Jr. and as an ally of the Duterte bloc. He was previously affiliated with the National Unity Party before becoming an Independent in 2025 and later joining the Partido Demokratiko Pilipino (PDP–Laban) in 2026.

On Wednesday, April 29, Barzaga also shared photos of his oath-taking as a member of PDP–Laban in Sta. Mesa, Manila, marking his formal affiliation with the political party.

Cavite 4th District Rep. Kiko Barzaga recently shared behind-the-scenes moments from a music video shoot where he was seen showcasing his acting and dancing “skills.” In a social media post, he uploaded clips from the production and invited viewers to watch the music video titled “Bembang.”

“Hello mga ka-meow meow! Tune in kayo sa Sigaw Studio’s ‘Bembang’ music video featuring Boy Nota and Peppa Black. Meow,” Barzaga said in his post.

Following its circulation online, the post sparked mixed reactions from netizens, generating widespread discussion across social media platforms.

Many users expressed strong disapproval and urged others not to further circulate the content, arguing that engagement only increases its visibility. Comments included, “Do not give CLOUT OR EXPOSURE OR THESE PEOPLE,” and “Alam niyo, hindi ko to malalaman kung walang nagpopost. Kaya tigilan niyo kakabigay ng clout sa kanila.” Others echoed similar sentiments, calling for posts to be deleted or not upvoted, with remarks such as “Kairita inuupvote nyo pa yung mismong post. delete mo nga to OP.”

At the same time, several netizens directly criticized the content in strongly negative terms, with reactions such as “WTF IS THIS?????”, “Nasayang yung 20 seconds ng buhay ko,” and “Ang pangit pa ng tono at lyrics ng kanta pota.” Other comments included “Basura,” “Tangina ang aasim,” and similar expressions of frustration.

Some online users also alleged that “Bembang” carries slang connotations, which they used to question the appropriateness of the music video in the context of a public official’s image. These interpretations circulated within online discussions but remain part of social media discourse.

Other commenters pointed out broader concerns about online behavior, noting that repeated sharing contributes to viral spread, while a minority encouraged reporting the content instead of engaging with it. A few users also suggested that the controversy reflects typical patterns of social media outrage, where attention is amplified through engagement and reposting.

As the post continues to circulate, the discussion highlights the fast-moving and polarized nature of online reactions to public figures and viral content, where criticism, interpretation, and calls for restraint often emerge simultaneously within digital spaces.
